F1Does the project team have limited experience delivering ICT projects, managing ICT suppliers or applying ICT procurement requirements?
F2Is the timeline compressed, externally mandated, dependent on multiple vendors or subject to fixed implementation dates?
F3Will the solution require organisational change, training, communications, new operating procedures or significant process redesign?
F4Will supplier performance be measured against business outcomes, user experience, service continuity or operational impact — not just technical service levels?
